This is probably a mui or a Amiga OS issue, but when opening the colorwheel selector (eg.setting font color) then if the last selected color is black then using just the colorwheel will not work.
I can click anywhere in the wheel, but the sliders or the color preview will not change. If I change color by using the sliders first, then the colorwheel will work.
I am using Amikit XE /AmigaOS3.9. colorwheel.gadget is version 45.5
MUI is version 5.

Anyone know if this is a known issue with the colorwheel.gadget or with MUI or the AmigaOS3.9?

Wouldn't call that a bug. It's just how the colorwheel behaves. You have to set the slider on the right to 100% and it will work.
