Hi!
I have a problem starting a 68k Hollywood application on OS3.1 because it cannot open keymap.library.
AFAIK there is no standalone keymap.library. It is in the kickstart of OS4, but there is not in the 3.1 kick. I have no 3.5+ installed so I do not have any idea about that.
Is that means that the OS requirements is 3.5+ ?

Try to type in a shell: 1> version keymap.library
The library is in the ROM. It should find it.
If it still does not work, use SnoopDOS to see if Hollywood really fails to open keymap.library. Maybe some program has patched keymap.library to open some other stuff/drivers (e.g. USB keyboards whatever). Keymap.library just must be there, because it's in the ROM from v36 upwards.
